Mega Man Zero: Consistent Elf Crystal Requirements

Despite Cyber Elves being nearly identical between Mega Man Zero 1 and 2, the Crystal feeding requirements are not the same.

This hack fixes that, in order to make the games consistent and reduce the amount of replaying stages required to upgrade elves.

The patch should be compatible with all other hacks. Only the data table of the Elf Crystal Requirements is changed, no code or text changes.

This patch changes the elf crystal requirements to match that of Mega Man Zero 2.

The patch will work automatically and will be noticable in the ELF FEED screen.
