Mega Man Battle Network: Megaman Battle Network 'Operation Patch'

This is the 'Operation Patch!'

My goal is to implement some of the improvements from Rockman.EXE OperateShootingStar.

The current version only incorporates a few changes:

It removes the dingy yellow color scheme,
Replacing it with the more subtle blue one from 'OSS'.

This patch Also features the battle chip buffs from 'OSS',
to keep the combat more inline with the rest of the series

More features are planned.

This patch does not do much,
But the goal is to make Battle network as close to the remake'Rockman.EXE Operate Shooting Star'
as possible.

Currently it just recolors much of the game, and removes the super old looking yellow,
with the more Blue-ish look of OSS.

But it will also Rebalance the battle chips that were changed in OSS.

I hope to add more changes in the future!
