General Enhancements
- In "Single Player" VS Race, players can now select "No COM" in the COM rules.
- Added "Mushrooms only" to item regulations for both "Single Player" and "Multiplayer" VS Races.
- After downloading ghost data in "Time Trials," players can choose "View Replay."
- Players can now select whom to spectate during "Knockout Tour" and "Balloon Battle" in all play modes.
- Waiting times for the next race or battle are now displayed in "Online," "Wireless," and "LAN Play."
- For enhanced gameplay, CameraPlay in "Multiplayer" and "Online Play" now remembers the camera cursor's position and size until the game is closed (note: if player count changes, default settings revert).
- Collecting all P Switches, ? Panels, and Peach Medallions on the "Free Roam" map now alters the colors of several numbers.
- Computer opponents have been made less formidable in all modes except "Battle."
- Homing ability of the Boomerang has been toned down.
- The likelihood of receiving a Triple Dash Mushroom has been decreased for lower-ranked players in non-Frantic races.
- Improved item pickup order for non-Frantic races.
- When speeding off too early at the starting line, players will see a wheel-spinning animation, but their speed remains intact.
- Increased the occurrence of lap-type courses in the next course selection for "VS Race" and wireless races.
